Terry has over 29 years of experience in public safety / emergency management. The first 15 years were in the fire services and emergency medical services. After 15 years as a fire fighter and 10 as a paramedic he sought bigger challenges on the disaster front and moved from Albuquerque, NM to Houston.
He joined the City of Houston Office of Emergency Management shortly following TS Allison in 2001 where his focus was on evacuation planning and disaster response. This experience includes working with federal, state, and local agencies, private industry, and community-based organizations. He served as the project manager for the City of Houston UASI region as the technology coordinator, responsible for the implementation of crisis management applications.
His disaster experience began as a federal responder to Hurricane Georges in 1998. Since then he has been involved with the Cerro Grande wildfire, Tropical Storm Allison, Hurricanes Katrina, Rita and Ike. As a crisis planner he coordinated Joint Operation Center activities for Super Bowl XXXVIII, MLB / NBA All Star Games in Houston, and worked in the planning section during the MC252 Deepwater Horizon Incident at the Houma ICP and New
Orleans Area Command.
Terry is a Certified Emergency Manager and Associate Business Continuity Professional.
