The new, “modernized” Securities and Exchange Commission (SEC) regulations for oil and gas reserves reporting have now been the standard for over 2 years. The SEC regulations governing the estimation and reporting of oil and gas reserves information were changed on January 14, 2009 when the Modernization of Oil and Gas Reporting; Final Rule (“Modernization”) was published in Vol. 74, No. 9 of the Federal Register.  The regulations contained in the Modernization became effective as of December 31, 2009.
 
Since the release of this Modernization, there has been limited guidance from the SEC’s staff regarding these new reporting regulations.  However, we continue to learn about information the SEC wants disclosed in these reserve filings from comment letters from the SEC.  Oil and gas production companies must file required documents with the SEC regarding oil and gas reserves, certain accounting information, and other pertinent, required information.  The SEC reviews these filings.  If the filing appears to materially deficient in explanation or clarity, the SEC issues a comment letter to the filing company.
 
The presentation will focus on insight we have gained from these comment letters and how that information will benefit our understanding of the new regulations.

Don Roesle joined Ryder Scott Company as a reservoir engineer in 1975.  He was elected as a Vice President in 1979, a Senior Vice President in 1995, and became a Director in 1997. He was elected Executive Vice President in 1997, President and Chief Operating Officer in 2000, Chief Executive Officer in 2005. During the entire period 1975 to date, he conducted and supervised reservoir engineers and geologists in ongoing evaluation studies for numerous clients. Reservoir studies have included, but are not limited, to a determination of oil, gas, condensate and plant product reserves for oil and gas property appraisals, analysis of waterflood and pressure maintenance projects, enhanced oil recovery projects, infill development drilling projects, and acquisition projects. Clients have included independent and major oil and gas producers (both domestic and international ), pipeline companies, utilities, banks, insurance companies, governmental agencies, investors, and law firms. His current role as Chief Executive Officer involves oversight of all day-to-day operations of the company from both an engineering and business aspect.




 




He was employed by Tenneco Oil Company from 1973 – 1975 as an Area Reservoir Engineer for the Houston, Corpus Christi and South Texas Districts. He also had production engineering and drilling engineering assignments in Texas, Louisiana and Alabama.


 


He has a BS degree in petroleum engineering from the University of Texas (1971) and an MS degree in petroleum engineering from the University of Texas (1973).
