Description

I am an energy transactional attorney with 20 years of experience in the oil and gas industry in Mexico, currently serving as Legal Manager of Contracts of the Upstream and Midstream Division of the state-owned oil company Pemex.

I am licensed to practice law in Texas and Mexico. 

In 2017, I moved to Houston to take the Master of Laws program in Energy, Environmental and Natural Resources Law at the University of Houston Law Center. Afterward, I sat at the Texas Bar Exam because I decided to pursue a multijurisdictional career in the Energy sector.

Through the practice of law during all these years, I have acquired a remarkable ability to negotiate and make decisions to reach agreements that benefit my only client so far. I have a temperate and analytical character that allows me to find solutions in complicated situations. I am fluent in English and Spanish.

I believe that my in-house background and my deep understanding of the legal complexities of conducting business throughout the region, coupled with my exceptional education credentials and my dual license (Texas and Mexico), will allow me to make a significant contribution to the IOC who takes an interest in me, through enhancing its Latin American vision and strategy, improving its ability to assist with complex energy transactions in Mexico, Latin America, and the United States.

Experience

I have 20 years of experience in the oil and gas industry in Mexico. My extensive experience in oil and gas transactions includes project structuring and development, drafting and negotiating all types of commercial contracts, consulting on intellectual property rights, advising on the procurement process, energy public policy and regulation, and assisting in dispute resolution processes.

I have represented Pemex before the Energy Regulatory Commission in the marketing, transportation, and distribution of petroleum and petrochemicals. At the beginning of my career, I was part of Pemex's legal team in ICC arbitrations derived from EPC contracts.
