Event Description

The upstream oil and gas industry is currently experiencing a deluge of new regulatory and legislative initiatives.  States from Colorado, Wyoming, Texas and Pennsylvania have implemented or are proposing new regulations that significantly impact how the industry operates.  All media are being impacted, from water, air, groundwater and stormwater.   Further, the US Congress and the U.S. Environmental Protection Agency (EPA) are also proposing legislative and regulatory changes.  Finally, EPA’s and OSHA’s enforcement initiatives are in the process of commencing and could potentially have a far reaching impact on future operations.
 
In order to bring a bit of order to this chaos, an overview of new Texas and national air, hydro-fracturing, greenhouse gas and water regulatory and legislative initiatives will be provided.  In addition, the impact of EPA’s and OSHA’s upstream enforcement initiatives will be summarized.
 
The formal presentation will end with a discussion of alternative strategies for cost-effective dealing with these new challenges.  An extended question and answer session is planned to allow members to learn about specific issues of concern to them. This presentation will count as one PDH for professional license renewal in the area of professional ethics.

Biography

 
Geoffrey Swett has worked in the upstream industry since 1974 as an EHS professional.  His practice over the past 15 years has focused on identifying new and evolving regulatory initiatives and helping industry to cost-effectively comply.  He has worked with global companies such as Chevron, Exxon Mobil, Marathon and BP, as well as smaller independents such as Whiting Petroleum. He has been an invited speaker many times to the American Petroleum Institute, the National Petrochemical and Refiners Association and other industrial groups.  He currently is a senior consultant with E.Vironment in Tomball, TX, where he leads the regulatory and compliance management group of this firm.  E.Vironment provides cost-effective EHS solutions to the energy and chemical industries.
