Facilities - LNG, Security of Supply

The growth in demand for clean energy from natural gas in North America is being met by dwindling indigenous supplies. The gap between supply and demand is growing and this is now driving the need to find new ways of delivering gas to markets. This emerging imbalance has created a window of opportunity for the LNG industry, a mature proven technology, which is capable of delivering the required gas volumes into the United States.

Unfortunately there are insufficient receiving terminals to cope with the increase in demand and many new facilities are being planned close to population centers around the coast of North America.  If obtaining a permit for a LNG receiving facility was not difficult enough pre-911, the level of public interest and concern about having a LNG facility in their own back yard post-911 has increased significantly making the process of obtaining a permit more complex.

The Lloyd’s Register Group has performed a number of studies in support of permit applications.  In addition Lloyd’s Register is currently involved with the certification of several LNG re-gasification (receiving) terminals and other LNG containment systems in North America and abroad. Lloyd’s Register classifies approximately 37% of the world’s current LNG fleet and 50% of LNG ships in construction or on order.  This presentation will look at some of the Safety and Security issues now being addressed for both the receiving facilities and the vessels calling at them.
