Influencing safety in EPIC projects: Case Study of the Alba B3 Offshore Gas Compression Project
Engineering, Procurement, Construction, Installation, and Commissioning (EPIC) Contracts are widely used today for Oil & Gas projects worldwide. By their very nature the EPIC contract puts the responsibility for the “lump-sum”, “turn-key” delivery of the project on the Contractor with the Company being maintained at arm’s length and any Contract “extras” resulting in change orders to the Contract. For a Company with a robust HSE culture influencing the HSE performance of an EPIC contractor presents a significant challenge.
In 2013 Marathon EG Production Ltd (MEGPL) entered into an EPIC contract with Heerema Fabrication Group for the delivery of a new gas compression platform (Alba B3) to be bridge-connected to existing infrastructure in the existing MEGPL Alba production area offshore Bioko Island in Equatorial Guinea. From contract development through to engineering, fabrication, and offshore installation MEGPL project team personnel continually strived to achieve project goals and contractual requirements for occupational health, facility safety design, and environmental concerns. The focus of this HSE influence was not only on the Contractor but extended to the sub-Contractor companies as well. This presentation outlines the actions and efforts by the MEGPL personnel to successfully influence HSE performance without affecting (increasing) the lump sum Contract price.
