HSSE-SR: Bakken Crude Survey and Implications on Railroad Crude Transport
The American Fuel and Petrochemical Manufacturers Association (AFPM) has delivered the results of a Bakken Crude Survey DOT. On May 14, 2014, AFPM provided a report on Bakken crude characteristics to the Pipeline and Hazardous Materials Safety Administration (PHMSA) summarizing findings based on an analysis of the more than 1,400 Bakken crude samples that 17 AFPM members submitted in response to a survey.
Earlier this year, PHMSA requested that AFPM gather information regarding Bakken crude testing, characterization and classification. The AFPM survey results show that Bakken crude oil is appropriately classified as a flammable liquid based on DOT and international transportation requirements.
This presentation will review the findings of the AFPM report. In addition, AFPM will discuss their support of a holistic approach to improving the safe transportation of crude oil by rail. The regulatory process underlying these goals must be data-driven, based upon sound science, subjected to a robust cost-benefit analysis, and developed in a transparent manner involving all stakeholders.
