PFC: An Operator's Perspective on Floating LNG

Large remote deepwater gas discoveries are attractive candidates for Floating
Liquified Natural Gas (FLNG) developments. However, balancing technical,
commercial, and contractual issues with the Production Sharing Contracts (PSCs)
requirements of various countries is an essential consideration for the selection and
successful actualization of FLNG developments.

This presentation will discuss PSC requirements involving government or regulatory
rules on taxation; cost, commercial, and contractual issues; marketing issues; and
technical requirements. These requirements affect decisions for whether a FLNG
development is the best decision for a gas discovery. For many large remote
deepwater gas discovery scenarios, FLNG will be the recommended option and
proper presentation of the decision inputs and outputs will help an Operator obtain
the necessary governmental approvals in a timely manner.
