With falling prices, shrinking demand, and the specter of armadas of NGL tankers, the industry was already braced for challenges in 2009. Recently proposed changes in U.S. Energy Policy contain a list of items that could substantially impair future gas sector investment: termination of key tax incentives, changing lease availability/requirements, increasing other taxes and royalties, cap-and-trade costs. How many of these programs will be enacted? How quickly will they be implemented? What will be the impact on industry? Will some sectors fair better than others? How can industry blunt the impact of these new threats?
