Oil and gas production is fraught with uncertainty. Reservoir properties are determined from very limited information. Until production startup we have only estimates of the most important design parameters including production flowrate, oil gravity, GOR, gas density, water composition, etc. And many of these variables will change over time. An initial Basis of Design may constrain the facility design to meet specific parameters with little flexibility built in to account for reservoir uncertainties or the effects on facility Capex and Opex in trying to accommodate the wish lists of reservoir engineers.
