Description

In 2014, the US Department of the Interior’s Bureau of Safety and Environmental Enforcement (BSEE) approached SPE regarding a proposed collaboration opportunity to develop a voluntary industrywide safety data sharing framework. The goal of this framework was envisioned as a resource to enhance the industry's ability to capture and share key learnings from significant events with the objective of identifying and mitigating potential high-consequence risks. A related objective was to bring government and industry together to make a safe industry safer, and to enhance public confidence in the industry.

The discussions, expert opinions, and suggestions offered by the group of safety-data management SMEs during the Summit are captured in a Technical Report that was approved by the SPE Board of Directors in September 2016 and is now posted on the SPE web site. The purpose of this panel discussion is to present highlights from the Summit and the resulting Technical Report, as well as provide an opportunity for SPE members, both attending the meeting and dialing in, to ask questions of the panelists.

Visitor parking is available in the Visitor Garage, levels G-1 and G-2. Parking is metered and payable by credit card only. All visitors must check-in on level 2 at either the Tower Concierge Desk or the Marathon Oil Corporation Reception Desk. Please have photo identification available upon check-in.

Lunch will be provided at 11:30, followed by the panel discussion at 12:00.

Doug Morris is Chief of the Office of Offshore Regulatory Programs for BSEE where he is responsible for developing and maintaining up-to-date regulations, policies, standards and guidelines for best available and safest practices that govern industry’s offshore operations nationwide and maintains oversight of the bureau’s compliance activities and assures appropriate and effective enforcement actions. Mr. Morris came to BSEE from the Energy Information Administration where he served as Director of the Reserves and Production Division. Prior to joining EIA, he was a member of the American Petroleum Institute's executive staff where he served as the Group Director for Upstream and Industry Operations.  Before joining API, he worked as a drilling and production engineer with the MMS and Exxon.

John Karish currently runs his own HSE consultancy following a career with Ensco International where he served as a Director-level HSE professional with a unique combination of drilling operations/engineering, technical/operational integrity assurance and facilitation experience with a major international oil company and an international offshore drilling contractor.  Mr. Karish pioneered development and delivery of safety leadership training and development programs for both operator and drilling contractor senior personnel, resulting in significant improvement of safety performance. He also successfully led a global transformational safety culture change program as a result of a major acquisition. Mr. Karish is the recipient of the 2013 SPE HSSE International Service award.

Charlie Williams is Executive Director of the Center for Offshore Safety (COS), an industry association entirely focused on safety management. After a 40-year career at Shell, Mr. Williams led the creation of COS and received the Offshore Technology Conference Special Citation plus the SPE HSSE Award for this work. Most recently, he received the Offshore Energy Center – Pioneer Award for lifetime achievement. At the time of his retirement from Shell, he served as Chief Scientist – Well Engineering and Production Technology - a position he held until retirement. He is also recipient of the US Department of Interior Corporate Citizenship Award and served on the US Department of Interior Federal Advisory Committee. Mr. Williams also led the establishment of the Marine Well Containment Company.

Demetra Collia is program director for the Close Call Data Program for the Bureau of Transportation Statistics, US DOT which includes the SafeOCS program. She has over 30 years of experience in development and implementation of safety data programs for the Federal Government, including DOT’s Close Call program for freight rail and transit. Prior to joining BTS, she was responsible for developing analytical and statistical methodology for estimating occupational risk in support of several OSHA regulatory programs. She received her post-graduate training in Biostatistics and Occupational Epidemiology from Johns Hopkins University.
